The Legal Affairs Department is considered one of the fundamental administrative pillars of the University. It oversees all legal aspects related to the University’s academic and administrative activities. The Department ensures compliance with applicable laws and regulations and provides legal support and consultations that contribute to achieving the University’s strategic objectives within a framework of fairness and transparency.
Duties and Responsibilities
The Legal Affairs Department undertakes the following responsibilities:
- 1. Providing legal advice and opinions to the University’s senior management and all academic and administrative units.
- 2. Reviewing and drafting contracts, agreements, and memoranda of understanding.
- 3. Preparing and formulating internal regulations, policies, and bylaws.
- 4. Representing the University before judicial and quasi-judicial bodies when required.
- 5. Conducting administrative investigations and following up on disciplinary cases.
- 6. Monitoring legislative developments related to higher education and communicating relevant updates.
- 7. Maintaining and organizing legal documentation in accordance with approved regulations.

Legal affairs department structure
The Legal Affairs Department consists of three main units that operate in an integrated manner to support the university's operations and safeguard its legal interests, as follows:
1. Contracts Unit
This unit is responsible for drafting, reviewing, and auditing all contracts and agreements entered into by the university. It oversees negotiations and amendments, ensures compliance with applicable laws and regulations, and maintains proper documentation and archiving of contracts while monitoring their implementation.
2. Legal Advisory and Litigation Unit
This unit provides legal opinions and advisory services to management and various departments. It represents the university before courts and judicial or quasi-judicial authorities, follows up on cases and claims, prepares legal memoranda and pleadings, and coordinates with external legal counsel when necessary.
3. Properties Unit
This unit is responsible for managing and overseeing the university’s properties and real estate assets. Its duties include handling registration and ownership transfer procedures, managing lease and investment agreements, ensuring the legal integrity of real estate assets, and representing the university before land registration offices and relevant authorities.

1. Legal Compliance and Governance
- Ensuring the University’s compliance with laws, regulations, and higher education legislation.
- Reviewing and updating internal bylaws, regulations, and policies.
- Providing legal opinions regarding decisions issued by the University Council and senior administration.
- Supporting principles of governance, transparency, and accountability within the University.
2. Legal Advisory Services
- Providing legal advice to the University Presidency, colleges, and administrative departments.
- Advising on matters related to students, faculty members, and staff.
- Assessing legal risks associated with academic programs, research activities, and agreements.
3. Contracts and Agreements
- Drafting, reviewing, and negotiating academic agreements and memoranda of understanding.
- Reviewing employment contracts, consultancy agreements, and research project contracts.
- Reviewing local and international cooperation agreements and academic partnerships.
- Maintaining proper documentation and monitoring legal compliance of contracts.
4. Litigation and Representation
- Representing the University before courts, judicial, and administrative authorities.
- Managing lawsuits and legal claims involving students, employees, or contractors.
- Preparing legal memoranda and coordinating with external legal counsel when necessary.
- Following up on the enforcement of judicial decisions and rulings.
5. Disciplinary and Investigation Matters
- Providing legal support to investigation and disciplinary committees.
- Reviewing disciplinary procedures to ensure legal compliance.

6. Property and Asset Management
